ABSTRACT
The article focuses on the actions of very large platforms and search engines aimed at protecting the constitutional value of public health. The text discusses the evolution of European legal instruments and the impact of the COVID-19 pandemic on the issue of content moderation. One of the topics addressed is the challenge of combating health-related misinformation in the EU during the pandemic. The text also refers to the co-responsibility adopted in the Digital Services Act (DSA) for organizing the public sphere by private and public actors, based on instruments such as systemic risk assessment, crisis protocols, and crisis response mechanisms. This all serves to demonstrate how platform decisions impact public health protection, but can have consequences for other values, such as freedom of speech.
